Ukraine in 1994 surrendered what was then the third-largest nuclear arsenal in the world — over 1,700 warheads — in exchange for "security assurances" from Russia, the United Kingdom, and the United States.
The agreement, known as the Budapest Memorandum, pledged respect for Ukraine's sovereignty and borders in return for denuclearization.
