Tariffs in American politics have been the source of periodic upheavals but lingering uncertainty.

The "Tariff of Abominations" nearly sparked the U.S. Civil War three decades early. And the "Great Tariff Debate of 1888" was a sharp partisan political battle over a strange crisis — too much revenue flowing into the federal government.
