House Republicans and Democrats are forging ahead with plans to reform the Federal Emergency Management Agency (FEMA) despite President Donald Trump's calls to shut it down.
The House Transportation and Infrastructure Committee released bipartisan draft legislation last week that would place FEMA back under direct control of the president and ostensibly slash red tape.
