Anyone watching the fallout from Nick Shirley's independent reporting in Minnesota is left with a simple question: Which state will uncover the next case of rampant social welfare fraud?

The numbers alone are staggering. Nearly $400 million allegedly siphoned from autism programs. Another $100 million missing from housing subsidies. More than $250 million stolen from child nutrition programs in what became known as the Feeding Our Future scandal.
