Former President Joe Biden's 11th-hour decision to grant sweeping, preemptive pardons to family members and several high-profile figures on his last day in office ignited a national conversation about the scope and limits of presidential clemency while drawing comparisons to recent pardons issued by President Donald Trump.

On Jan. 20, in a move that stunned political observers and legal experts, Biden granted what he called "preemptive" pardons to several individuals during Trump's inauguration speech.
