A Wilmington, Delaware, man is in custody after police say a late-night traffic stop led to the discovery of weapons, ammunition, tactical gear, and a notebook outlining a potential attack on law enforcement officers at the University of Delaware.
According to authorities, 25-year-old Luqmaan Khan was pulled over shortly before midnight on Nov. 24 after he was allegedly spotted driving a white Toyota Tacoma in Canby Park West after hours. Police say Khan refused officers' commands to exit the vehicle and resisted arrest before he was eventually detained.
A search of the vehicle uncovered what officials describe as a significant cache of weapons and equipment. Police report finding a loaded .357 Glock handgun carrying 27 rounds, along with three additional fully loaded 27-round magazines. Investigators also located 9mm ammunition and an armored ballistic plate.
But according to police, it was a notebook inside the vehicle that raised deeper concerns.
Authorities say the handwritten notes included references to weapons, ammunition, and tactics for carrying out an attack — along with instructions on how to evade law enforcement afterward. The notebook allegedly identified a University of Delaware Police Department officer by name and contained a diagram labeled "UD Police Station," showing marked entry and exit points.
The following day, investigators executed a search warrant at Khan's Wilmington residence.
Police say they recovered a 9mm Glock equipped with an illegal machine-gun conversion device, hollow-point ammunition, and a .556 rifle fitted with a scope and red-dot sight. Additional ammunition, a tactical vest, and ballistic plates were also seized.
Law enforcement officials later posted an image on social media displaying several of the weapons and items they say were confiscated during the search.
In a statement to the campus community, University of Delaware interim President Laura Carlson said Khan was an undergraduate student at the time of his arrest.
"The University has temporarily separated the student from the University, including a ban from all UD campuses while legal matters are being resolved," she said. "We have been working closely with law enforcement throughout this matter and are sharing this information with you now that we have been cleared to do so."
"There are no known or immediate threats to the University of Delaware community," Carlson said, adding, "This is frightening to all of us."
Khan is now facing charges, including possession of a machine gun and related offenses, according to police.
